This third edition of the international seminar was attended by high-ranking officials, representatives from different branches of the state, academics, and experts from the United States, Argentina, and throughout Latin America. Among them were the then Secretary of Security of the Nation, Sergio Berni; the Interior Minister of Uruguay, Eduardo Bonomi; the Governor of the Province of Buenos Aires, Daniel Scioli; and National Deputy Sergio Massa.
